Clerk

The village clerk provides clerical, record-keeping, and administrative functions for the village board and Zoning Board of Appeals.

Additionally, the village clerk also performs the duties of the treasurer.  On April 5, 2020, the village board adopted ordinance 2020-02 which discontinued the appointed office of treasurer and transferred the duties of the treasurer to the village clerk.

Employment - part time

Term of Office - appointed by the village president, with the advice and consent of the trustees, at the May village board meeting to serve during the ensuing fiscal year.

Duties include, but are not limited to:

• Clerk of the village board
• Performs treasurer duties
• Secretary of the Zoning Board of Appeals (ZBA)
• Prepares meeting notices and agendas, along with supporting documentation, for the village board and the ZBA
• Attends all meetings of the village board and the ZBA, and takes and maintains meeting minutes
• Maintains all village records, including approved ordinances, resolutions, papers, maps, and effects required by law
• Updates village website content under the direction of the village president
• Updates the Bellflower Municipal Code when approved by the village board
• Freedom of Information Act (FOIA) officer for the village
• Open Meetings Act (OMA) designee for the village
• Notary Public; authorized to administer oaths
• Assists village president in answering inquiries from state, county, other municipal governments, and citizens
• Maintains a record of elected officials, appointed committee members, and employees
• Purchases office supplies
• Files certified copies of documents in the McLean County Clerk's Office within the time required by law
• Serves as village liaison to the McLean County Clerk for personnel required to file a Statement of Economic Interests
• Coordinates the municipal election caucus, nominating papers, and ballot certification
