Village Administration
When are the village board meetings held?
The 2nd Wednesday of every month at 7:00 p.m. in the Community Center cafeteria or village office, 104 W Center St.
How do I get an issue addressed by the village board?
Discuss the issue with a village official (the mayor or a village trustee) or attend a village board meeting and raise the issue during the public comments section on the agenda. The village does not address questions or issues posted on Facebook.
Who mows the village properties?
The village employs an individual to mow, trim, and maintain the grounds at Don Harden Field, the Community Center, the Library, the Depot, and other village-owned properties.
When is the village office open?
The village office is open by appointment only. Please contact the mayor at 309-929-9059 for more information.
Village Ordinances
Are chickens allowed in the Village of Bellflower?
No. Livestock and poultry are not allowed within the Village of Bellflower (Bellflower Municipal Code chapter 13.17 "Livestock and Poultry").
Are building permits required for new buildings, modifications to existing buildings, or fences?
Yes, building permits are required prior to the construction of a new building or installation of a pre-built building (garage or shed). A permit is also required to modify an existing building if the modification changes the size of the structure. A permit is also required for the construction of a new fence on a property.
Is open burning allowed in the village?

Does the village have a dogcatcher for stray dogs or cats?
No. If a loose dog appears to be dangerous, call the police.
Water Service
What is the water billing schedule?
Water bills are sent out on the 1st of each month.
When are water bills due?
Payment for water bills must be received by the 15th of the month. If received after the 15th, a $25 late fee will be added to your account.
Will my water be turned off if I do not pay my bill on time?
Yes. If payment of the previous balance shown on your water bill has not been received by the 15th of the month, your water service may be disconnected without further notice. Before the water is reconnected, you must pay the past due balance plus late fees plus a $25 disconnect fee plus a $25 reconnect fee.
